Can a 17 year old work at a construction site in nys?

Will be a high school graduate. Will not be working on or near any Heavy Equipment. Will not be working at any heights. Will be carrying things and putting caps on bolt heads.

    normally a construction worker will have to be certified and a member of a union….a 17 year old can not become union member at 17
